No, same sex marriages aren't allowed in Italy.
Actually few countries in the world accept gay marriages.
Even a same sex marriage celebrated in an another country, according this country law, risks to not be acknowledged by Italian authorities (but this depends wildly by the Court that will try about this issue).

As said before, the answer is no.
Nevertheless homosexuality can be a reason to get a VISA, if you are at risk in your country for your sexual preferences
