How to know the type of visa for australia: tourist or prospective marriage?

I would like to know if my fiance can apply for a tourist visa and we marry in melbourne so he can stay with me without leaving the country (changing the visa type) and with the same rights to work (i am an international PhD student allowed to work 20 hours per week) OR shall we apply for the prospective marriage visa?. No migration agent wants to answer this whit out money involved. ThanksHow to know the type of visa for australia: tourist or prospective marriage?
Prospective Marriage visas are only available to fiances of Australian citizens and Permanent Residents and you are neither so that option is not available to you.

If your fiance comes on a tourist visa and you then marry, he will not be allowed to work until he is granted a student dependent visa. Whether he is able to apply for a student dependent visa without leaving Australia will depend on his (and perhaps your) assessment level so you must contact DIAC for advice. I would expect him to be able to apply onshore if he is from an assessment level 1 country but not otherwise, but only DIAC can give you guaranteed accurate information on that score.

If you are here on a subclass 574 or 576 visa, he will be able to work unlimited hours once he is granted his dependent visa (not before) even though you (the student) can only work 20 hours per week while your course is in session and unlimited hours during official breaks. How to know the type of visa for australia: tourist or prospective marriage?
