They will learn them both it if they are spoken to in both languages. So in this case it's the father's responsibility to speak to the children in Greek if he wants them to learn it - the child will pick it up easily. By this I don't mean teaching the child some Greek but speaking English the rest of the time. He needs to talk to/interact with the children in Greek all the time, throughout their childhood.
It would definatly be up to the father to teach his children and the mother to be supportiv and encourage them to learn or speak in it everyday.
They can easily learn both if you start when they are babies. Have dad speak greek to them, mom speak english to them, they will grow up bilingual and they will have a higher IQ too.
